The Presidency Finally Releases Prime Minister Yang's Commission's Finding On The Eseka Train Derailment Of 21st October 2016

The waiting is finally over, as to who did what in the Camrail's Intercity Train 152, that left Yaounde for Douala on October 21st 2016 but never got to its destination, as it crashed in Esseka, killing some 80 persons, and leaving more than 600 with major or minor injuries.

The Head of State President Paul Biya had created a Committee of Enquiry, with Prime Minister Philemone Yang as Chairman, on October 25 2016.

The said Commission that had '30 days' to investigate and round up its findings and submit them to the Head of State His Excellency Paul Biya, cross examined State tycoons like Minister Edgar Alain Mebe Ngo'o of Public Transport, whom the public asked to resign, due to some blunderous statements he made, regarding his responsibility in the tragedy. Minister Emmanuel Nganou Djoumessi of Public Works who because the collapse of the Douala/Yaounde high way, passengers had to seek the railway to reach their destinations, Camrail Officials, and the Train Conductor and his Assistants.

The commission announced on November 29th 2016 that it had finalized its investigations and transmitted their findings to the Head of State, who was to let Cameroonians know what actually went wrong on that dark Friday.

The reports got to the Presidency, and rumour had it that the Presidency had some 'fine tuning' to do, because some of the culprits came from the 'Game House Palace of Etoudi', and to avoid  public stoning, Popol aka James Bond 007 of the Game House, kept the findings in one dark room somewhere in the Palace, and after proper editing,  finally decided to hold Camrail's Bollore responsible.

Seven months after the traumatizing accident, the Commission of Enquiry established that the 'rail carrier CAMRAIL was mainly to blame for the derailment of Intercity Train No. 152'.

The enquiry report concluded that the main reason why the train's coaches overturned was 'over speeding' (96 kmlh) on a rail section with an 'extremely low speed limit' (40 km/h) as well as a steep slope and several sharp bends.

According to the experts, such over speeding is due to CAMRAIL's 'non-observance of some safety rules'. Indeed, Train No. 152, which was put into service that very day, had major abnormalities and defects, notably:
 - overloading of the train and undue extension of the brake;
- use of passenger coaches several of which had defective braking systems;
- use of a motor carriage whose rheostatic braking system was not in working order;
- no proper pre-departure inspection in Yaounde of the rake's brake continuity; and
- refusal by hierarchy to take into account the reservations expressed by the train driver about the above mentioned abnormalities and defects.

The Commission of Enquiry also concluded that the capacity of Government services to conduct rescue operations during disasters must be enhanced for greater responsiveness, coherence and fluidity and for better victim management.
